Abstract: A recent question about tax policy and trade is whether denying the Foreign Sales Corporation (FSC) export tax benefit to log exports would boost U.S. employment by creating jobs in the wood products industry. According to economic theory, however, the long-run impact of restricting FSC on the overall level of employment is nil. Because of FSC's interaction with other tax benefits, restricting FSC may likewise have little effect on the composition of U.S. employment.
