Abstract: Job training and education consolidation bills generally would no longer require that certain sums be expended to provide services to specifically designated groups. If training programs were consolidated and the targeting feature largely eliminated, workers would have to compete for federal funds. Displaced workers, which this report addresses, are one of the groups that would be affected by such a policy change.
