Early Retirement, Buy-Outs, and Separation Benefits for Federal Employees

Abstract: On March 30, 1994, President Clinton signed into law the Federal Workforce Restructuring Act of 1994 (P.L. 103-226). This law authorizes executive branch agencies to offer lump-sum voluntary separation incentive (VSI) payments to workers who voluntarily resign or retire from their federal civil service jobs between March 31, 1994, and March 31, 1995. The VSI payments are not an entitlement, but may be offered, at the discretion of an agency head, to workers in any component of the agency, in any occupation, grade level, in any geographic location, or any combination of these categories; they may be offered for a limited time within the year for which they are authorized.
