Abstract: Title VI of H.R. 2491 (the Balanced Budget Act of 1996) as passed by the Senate and House, included $9.565 billion in savings over 7 years from modifications in employee and government payments for federal civil service retirement, delayed payment of federal retiree cost-of-living adjustments, reduced congressional pension accruals, and increased U.S. Postal Service (USPS) responsibility for certain disability benefits. The president vetoed this bill on December 6, 1995.
