Abstract: Both the House Republican Contract and the President have proposed to introduce more generous benefits for individual retirement accounts and similar-tax-favored special purpose savings accounts. The provisions in the House Republican Contract have been reported out by the Ways and Means Committee as part of an extensive tax reduction package. This report provides background information on these proposals, including a description, a history, a discussion of the magnitude and nature of tax benefits incurred, and discussions of the effects on savings, the distribution of benefits, the revenue costs, and the administrative costs.
